General Call for Special Issue Proposals
Bulletin of the Technical Committee on Learning Technology (TCLT) invites proposals for special issues on topics related to the use of technology for pedagogical purposes, particularly those reflecting current research trends through in-depth studies on learning technologies, including systems, tools, apps, etc.
- All special issue proposals should include the following:
- Guest Editor(s) name(s), 2-page CV(s), and contact information;
- Special Issue title;
- Special Issue focus, scope, and rationale (please refer to the aims and scope of the TCLT Journal);
- Proposed timeline for the Special Issue;
- Potential authors (need not be confirmed in the proposal) and/or a process for recruiting authors who can submit high-quality papers;
- Potential reviewers (and/or a process for recruiting reviewers who can deliver high-quality reviews).

- Special Issue Proposal Review Process:
- Special Issue proposals are submitted to the TCLT Editors.
- The Editors review the proposals and send the review results.
- If approved, a timeline for the Special Issue will be set.
- Guest Editors begin the Special Issue tasks, including writing an introductory article for the Special Issue.
- Managing Special Issue Submissions:
- Each article must be up to 8 pages, presenting research outcomes related to learning technologies, including systems, tools, apps, etc. The article must include a literature review and references to support the research. The submission of theoretical or concept-only papers will not be accepted.
- Manuscripts must follow the IEEE formatting guidelines and use this template.
- All manuscripts must be submitted in Word format with the subject title “Bulletin Submission for [special issue]” (indicating the special issue for submission). All figures should be high resolution and embedded in the main text.
- Guest Editors must write an introductory editorial for the Special Issue but should not submit their own articles. If Guest Editors wish to include their own papers, they must submit them as regular submissions, which will be reviewed by the Editor-in-Chief.
- Guest Editors should ensure that all submitted manuscripts align with the aims and scope of the TCLT Journal and undergo the standard peer review process. Reviewers should be selected based on their established scholarly records, providing constructive feedback and making final recommendations on the acceptance of papers.
- All manuscripts for the Special Issue must undergo final review by the Editorial team before any acceptance letters are issued. Guest Editors are required to prepare a summary table of all submissions (including manuscripts rejected at initial review and after external review) to assist the Editorial team in the final review process.
Submission Method
Please submit your special issue proposal and manuscripts to tclt-bulletin@ieee.org, with the subject title “Bulletin Submission for [special issue]” (indicating the special issue for submission). All manuscripts must be formatted according to the journal’s requirements.
